Why don't Japan just bomb the Russians off their Kuril territory? They invaded their land didn't they?

it's Japan's not Russia's, so why not just bomb everyone on the islands that belong to Japan? Then make it yours like it was supposed to be by force. There is no negotiation needed, you know it is yours and always has been so you must order them off the island or imprison them or bomb them do something.
