If I live and work in the same city, must I pay quarterly taxes?

My cities taxes are 3% of my income and they're already taking it out of my paycheck. Do I still have to pay the same city 4 quarterly installments of that 3%...(3% of $630) when they are just going to have to credit me back the same amount? Or, should I pay the extra 3% and keep crediting it towards next years taxes?
